That would actually be a really cool idea.
If I'm not mistaken, we do have a text chat already on here, but videos would be cool, even though I don't have a camera.

one possibility to have video chat is to use external site for that, for excample tinychat.com
I think that there's a possibility to create your own chat rooms and then hopefully invite people to that room. I'm not sure though, because I found the site just a second ago via google.
